In folklore, sea monsters are beings dwelling in the sea and often imagined to be of immense size.  In reality, sea monsters are an offshoot of dragons.  Millions of years ago, they evolved and adapted to only exist in a watery environment.  They generally have horns, massive sharp teeth, and wings that work as huge flippers.  Sea monsters strike fast, capsizing human vessels.  Then, they literally suck the water into their bellies causing a massive whirlpool.  All the survivors are pulled down into the waiting jaws.  Encounters with these creatures were once rare, but due to the climate changing and human pollution, they are finding themselves with less food and are now hunting shallower waters.  Absinthe Van Gothen fought sea monsters when she came to the Sauvie Docks with the Night Stalker, Kendra Tallulah, in search of The Flying Dutchman.
